People usually tip 10% at restaurants in Istanbul. This could be higher if the restaurant is a high-end one. Perhaps, 18%, which is the norm in CAL and US would be very much appreciated by the waiters and business owners, but it's usually around 10-15%.
If you go to a student cafe around the campus, you do not even have to tip at all.
