What are some safe neighborhoods that I should visit for the best local experience?

I would say most of the middle or higher income neighborhoods in Istanbul are fairly safe and does not mean lower income neighborhoods are not safe, they would perhaps just not be as safe, that's all. Overall Istanbul is safer than majority of the North American metropolises, if not all. 

Cengelkoy and Moda would be ideal to get a great local experience as they still carry some of the old neighborhood characteristics. Both are usually safe day and night. I also think taking a stroll on the Bagdat Caddesi on the Asian side, or stopping by Bostanci sahili could give you an idea of how upper middle income Istanbulelites live.
