Yes, but in general, it's best to plan for rain in the winters. From January to April, it will rain 3-4 times a week (at least!)- bring waterproof shoes, coats, and unbrellas! Snow, if it does occur, won't be much and will likely just melt into sloppy puddles very quick- still, if you happen to catch a flurry, grab your camera and start snapping- it's very beautiful, especially around the Galata Tower.
